Sintra's traffic plan, explained

Sintra council is pushing cars and coaches out of the historic village. Here is what the 2026 plan changes on the way to Quinta da Regaleira, and how to get there without a fight.

Sintra village sits in a narrow fold of the hills, and its roads to Pena and Regaleira are one lane in places. For years, summer meant coaches stuck on Volta do Duche and cars circling for spaces that did not exist.

In 2026 the council answered with the "Living and Visiting Sintra Village" operation (Viver e Visitar a Vila de Sintra). It is a joint plan with Parques de Sintra, the Fundação Cultursintra that runs Regaleira, the GNR and the municipal police, and Regaleira itself posted a notice asking visitors to cooperate.

The quick answer

Do not drive into Sintra. Take the train from Lisbon (about 40 minutes, about EUR 2.50) and walk 20 to 25 minutes to Regaleira, or ride bus 435. If you must drive, park at Lourel (about 540 free spaces) and take bus 434 or 435. Coaches now stop at Lourel or Ramalhão, Uber and Bolt use fixed pick-up points, and Regaleira drop-offs happen at Volta do Duche, not at the gate.

What is the Living and Visiting Sintra Village operation?

A council traffic plan that limits cars, coaches and ride-hail stops in the historic centre and sends visitors to car parks outside it.

It came in two steps. Over Easter, a trial closed the historic centre to private cars except residents and hotel guests, and sent visitors to car parks on the edge with buses into town. Sintra Notícias listed the parks at the time.

The summer phase began in July. Coaches lost their stop on Volta do Duche and now unload at Lourel or Ramalhão. Uber and Bolt drivers got fixed pick-up points. Access to Quinta da Regaleira by road was limited to public transport, residents and emergency vehicles, and Volta do Duche became the official drop-off point, as Observador reported.

Coach operators went to court over the coach ban, and the Sintra administrative court admitted their case at the end of July. Rules can shift while that runs, so check the council's plan page before you set off by car or coach.

Can you drive to Quinta da Regaleira or Pena Palace?

Not to the gate. Regaleira has no parking and Pena does not admit private cars. Park outside the centre and ride the bus.

Regaleira's visit page is plain about it: there is no parking, check parking.sintra.pt before you come. Parques de Sintra says access to Pena is not authorised to private vehicles.

The council's answer is Lourel, a free car park of about 540 spaces run by the municipal parking company EMES, with a visitor information post and toilets. Buses 434 and 435 link it to the palaces. During the Easter trial the council also pointed drivers to the car parks at Portela de Sintra station, where the north side was free and the interface park cost EUR 1.75 for 12 hours. Our view: leave the car at your hotel. You will spend less time in traffic on the train.

Which buses go to Regaleira and Pena?

Bus 435 passes Quinta da Regaleira on its way to Seteais and Monserrate. Bus 434 climbs to the Moorish Castle and Pena.

Both lines run from Sintra station through the centre, roughly every 10 minutes in season according to Sintra434. One 24-hour hop-on ticket covers both lines: EUR 13.50 regular, or EUR 10.96 bought online. Children from age 4 pay the full fare.

For Regaleira alone the bus is optional. The walk from the station is 20 to 25 minutes, with the last stretch from the centre gently uphill along Rua Barbosa du Bocage. The bus earns its fare if you add Pena, which is a steep 2.5 km away.

Is the train still the easiest way from Lisbon?

Yes, and the plan makes it easier still. Trains from Rossio take about 40 minutes and cost about EUR 2.50 each way.

The CP Sintra line runs from Rossio, Oriente and Entrecampos every 20 to 30 minutes. You load the fare on a navegante card at the station; the Lisboa Card covers the train. None of the traffic rules touch the railway, and Sintra station is a walk from both the centre and Regaleira.

One tip: take a train that gets you to Sintra before 10:00 if your Regaleira slot is early. The first slot is 10:00 and the queue for the well grows by late morning. The full route, with the walking directions, is in Lisbon to Quinta da Regaleira.

Starts by Portela de Sintra station, one stop before Sintra: Pena's terraces, then 90 minutes at Regaleira.

What changes for tour vans, Uber and tuk-tuks?

Coaches unload outside the centre, Uber and Bolt use fixed points, and tuk-tuks lost their reserved parking but still run, including up to Pena.

The coach ban targets large tourist coaches. The small vans most Sintra tours use are a different category, but every vehicle now faces the same limited access to Regaleira, so expect a short walk from Volta do Duche rather than a drop at the gate. Build ten minutes into any tour day.

Ride-hail drivers can only stop at marked pick-up points, including spots in the centre, at Volta do Duche and near Pena, Seteais and Monserrate. Their apps show the points. Taxis, ride-hail cars and the tourist vehicles known as tuk-tuks keep access to Pena Palace.

Tuk-tuks had a rougher year. In April the council scrapped the exclusive parking zones they had used since 2023 and offered monthly passes for regular parking instead, and the drivers protested in the village. They still run. The private tuk-tuk tour starts at Volta do Duche 10 and stops 15 minutes outside Regaleira, without a ticket.

How should you plan a Regaleira day under the new rules?

Arrive by train, see Regaleira first on foot, then take bus 434 to Pena. Or pick a tour that starts in Sintra itself.

Regaleira is the easy one: it sits at the bottom of the hill, a walk from the station. Book an early slot on the official shop, walk there, and give it two hours or more. Then walk back to the centre and ride 434 up to Pena, the one you cannot reach on foot without a stiff climb.

If you would rather have someone else handle the route, start in Sintra. The half day from Sintra meets by Portela de Sintra station, covers Pena's terraces and the village, and ends at Regaleira after 90 minutes inside. Read Pena or Regaleira if you are short on time and must choose one.
